The New ERC starts with two snow events, one on an asphalt base, one on a gravel base. This is the one on the asphalt base. As well the new ERC starts in the Alps and ends in the Alps, starting in Austria, ending in Switzerland. All good ideas. The debut of the new ERC in 2013 is indeed only the 2nd time the Jänner was a major round of the ERC, giving it's debut only in 2012. Yet it is a classic event, for many teams saw this as a last test before the Rallye Monte Carlo. I.e. the legendary Audi Quattro did not debut in Monte Carlo 1981 and it did not celebrate its first victory in Sweden 1981, no, both happened on the 1981 edition of the Jänner Rallye. One down side though for an international series is, the Jänner already starts first weekend in Jänner - indeed Austrian dialect for January. This means testing and recce for the January Rally has to start into the old year over the festive days, when not many teams have their new drivers available and acclimatised.
